Knowing my neighbor's eccentricities and realizing the object was made from styrofoam, I thought it might be an B.D.S.M. prop or something (you didn't, too? - forget I mentioned it =:o)
It will remain a mystery, I'm afraid: I certainly won't be asking him about it!

My guess is that it was up on a wall at some bar/business and they took it down...and he thought it would look cool in his living room or elsewhere...
