My next door friend brought this tool over recently, thinking I might have seen something similar.
It's obviously heavy duty, and includes a hand bar to increase pressure - I'm guessing that it's most likely a floor scraper (to remove paint from wood, etc.)

I'd almost say it was a wood scraper but it's two-sided and not very sharp.
