The first step in finishing a concrete slab is called "skeeding", basically getting the concrete surface flat.
When we built our house some 47 years ago, skeeding the slabs was accomplished with a straight 2 x 6 piece of lumber, pulled across the concrete surface by two people.
The skeed I saw last month on a church parking lot was a modern version of this tool: a roller device powered by a small gas engine.
